AMACI
ERA-MIN3 projesi Ufuk2020 Programı alt alanlarından “İklim Değişikliği, Çevre, Kaynak Verimliliği ve Ham Maddeler Alanı” kapsamında desteklenmekte olan ve endüstriyel rekabet edilebilirliği güçlendirmeyi ve döngüsel ekonomiye geçmek için Avrupa’da “ham maddelerle” ilgili Ar-Ge ve inovasyon faaliyetlerinin koordinasyonunu sağlamayı amaçlayan bir ERA-Net Cofund projesidir.
ERA-MIN3 projesi kapsamında açılan 2021 çağrının konusu yakıt ve gıda hammadeleri hariç olmak üzere, metalik mineraller, inşaat malzemeleri ve endüstriyel minerallere yönelik ihtiyaç odaklı araştırmalardır. Çağrı aşağıdaki 5 ana konu başlığınındaki araştırmaları kapsamaktadır:
- Arama ve çıkarma faaliyetlerinden ham maddelerin temini (birincil kaynaklar)
- Döngüsel Dizayn
- İşleme, üretim ve yeniden imalat
- Kullanım ömrü sona eren ürünlerin geri kazanımı (ikincil kaynaklar)
- Ortak kesişen alanlar
KİMLER BAŞVURABİLİR?
- Yükseköğretim Kanunu kapsamında yer alan yükseköğretim kurumları,
- Eğitim ve araştırma hastaneleri,
- Kamu kurum ve kuruluşları,
- Sektör ve büyüklüğüne bakılmaksızın firma düzeyinde katma değer yaratan ve ticaret sicil belgesi olan Türkiye’de yerleşik sermaye şirketleri (özel kuruluşlar)
TÜBİTAK 1071- Uluslararası Araştırma Fonlarından Yararlanma Kapasitesinin ve Uluslararası Ar-Ge İşbirliklerine Katılımın Arttırılmasına Yönelik Destek Programı hükümleri doğrultusunda desteklenecektir.
ULUSAL BAŞVURUDA DİKKAT EDİLMESİ GEREKEN ÖNEMLİ HUSUSLAR
- Aynı uluslararası projede Türkiye’den birden fazla ortak bulunması durumunda, TÜBİTAK 1071 programına ortak olarak tek bir başvuruda bulunulmalıdır.
- Aynı uluslararası projede Türkiye’den birden fazla ortak bulunması durumunda, TÜBİTAK’a Proje Başvuru Sistemi (PBS) üzerinden yapılacak ulusal proje başvurusunda her bir ortağın “Yürütücü Kuruluşlar” sekmesi altında ayrı ayrı yürütücü kuruluş olarak tanımlanması zorunludur. Ancak, uluslararası projede aynı fakülte/enstitünün ayrı ortaklar olarak yer alması durumunda bu fakülte/enstitü için PBS üzerinde tek bir yürütücü kuruluş tanımlanmalıdır.
- Uluslararası projede ortak olarak yer almayan kurum/kuruluş PBS üzerinde yürütücü kuruluş olarak tanımlanamaz. Ancak uluslararası projede ortak olarak yer almayan bir özel kuruluş personelinin, projede ortak olarak yer alan diğer kurum/kuruluşun proje ekibinde araştırmacı veya yardımcı personel olarak yer alması durumunda, PBS üzerinde bu özel kuruluşun ayrı bir yürütücü kuruluş olarak tanımlanması ve bu özel kuruluşa ait giderlerin bütçe formu üzerinde ayrı olarak belirtilmesi gerekmektedir.
- Farklı fakülte(ler)/enstitü(ler) uluslararası projede ayrı ortaklar olarak yer alıyorsa PBS üzerinde ayrı ayrı yürütücü kuruluş olarak tanımlanmalıdır.
- Bir projede PBS üzerinde bir yürütücü kuruluşun bulunması ile birden fazla yürütücü kuruluşun bulunması arasındaki farklar bu dokümanın “Diğer Önemli Hususlar” başlığı altında detaylandırılmıştır.
FİNANSMAN
- Proje süresi en fazla 36 ay olabilir.
- Bir proje kapsamında TÜBİTAK’tan talep edilen katkı Kurum Hissesi ve Proje Teşvik İkramiyesi (PTİ) hariç;
- Proje başına 1.000.000 TL’yi,
- Yürütücü kuruluş başına;
- Yükseköğretim kurumları, eğitim ve araştırma hastaneleri ve kamu kurum ve kuruluşları için 720.000 TL’yi,
- Özel kuruluşlar için 1.000.000 TL’yi
aşamaz. TÜBİTAK’tan talep edilen katkı, proje bütçesi ile destek oranının çarpılmasıyla elde edilir. Birden fazla yürütücü kuruluşun yer aldığı projelerde, TÜBİTAK’tan talep edilen katkı, her bir yürütücü kuruluşun proje bütçesi ile destek oranının çarpılması sonucu elde edilen tutarların toplamıdır.
ÖNEMLİ NOT: Ulusal proje başvurusunda, PTİ ve Kurum Hissesi TÜBİTAK’tan talep edilen bütçe tutarına dâhil olmayıp, TÜBİTAK tarafından ayrıca hesaplanarak proje bütçesine ilave edilir. Fakat uluslararası proje başvurularında bütçe formları doldurulurken, projede ortak olarak yer alıp PTİ ve/veya Kurum hissesi alabilme şartları haiz olan her bir yürütücü kuruluş başına; (i) en yüksek PTİ değeri olan 144.000 TL (proje yöneticisi ise 180.000 TL) ve (ii) TÜBİTAK’tan PTİ ve yurt içi saha çalışmaları dışındaki faaliyetler için yapılacak olan yurt içi ve yurt dışı seyahatlere sağlanan destek miktarı hariç talep edilen katkının %50 oranında ve en yüksek 180.000 TL olacak şekilde Kurum hissesi proje bütçesine eklenmelidir.

OBJECTIVES
ERA-MIN3 is a global, innovative and flexible pan-European network of research funding organisations, supported by EU Horizon 2020, that builds on the experience of the FP7 ERA-NET ERA-MIN (2011 to 2015) and ERA-MIN 2 (2016-2022).
ERA-MIN3 aims to support the European Innovation Partnership on Raw Materials (EIP RM), the EU Raw Materials Initiative and further develop the raw materials (RM) sector in Europe through funding of transnational research and innovation (R&I) activities. This will be achieved through calls designed and developed specifically for the non-fuel, non-food raw materials sector. The network will address five key objectives:
- Support and promote R&I cooperation in Europe, contributing to the objectives and the implementation of both the Raw Materials Initiative and the EIP RM Strategies, maximising the impact of the Technology Pillar of the Strategic Implementation Plan;
- Reduce fragmentation of R&I funding in the area of non-fuel, non-food raw materials across Europe and globally;
- Provide a pan-European support network and financial resources to improve synergies, coordination and collaboration;
- Improve the efficiency and impact of human and financial investment in R&I activities in the area of Raw Materials;
- Improve the competitiveness and the environmental, health and safety performance of nonfuel, non-food RM operations.
WHO CAN APPLY?
- Higher education institutions under the Higher Education Law,
- Training and research hospitals,
- Public institutions and organizations,
- Sector and creating added value to the firm level, regardless of the size of the business registration certificate and resident capital companies in Turkey (private organizations)
It will be supported in line with the provisions of TÜBİTAK 1071- Support Program for Increasing the Capacity to Benefit from International Research Funds and Participation in International R&D Collaborations.
IMPORTANT ISSUES TO BE CONSIDERED IN THE NATIONAL APPLICATION
- If there is more than one partner in the same international projects from Turkey, TUBITAK should be made a single reference to 1071 as a partner program.
- If the same international projects have multiple partners from Turkey, TUBITAK Project Application System (PBS) out of each partner in the national project application to be made “Executing Agency” tab has to be defined separately executing agency under. However, if the same faculty / institute is involved as separate partners in the international project, a single executive institution should be defined on the PBS for this faculty / institute.
- The institution / organization that does not take part in the international project as a partner cannot be defined as an executive organization on PBS. However, if the personnel of a private organization that is not a partner in the international project is included in the project team of the other institution / organization as a partner in the project, this special institution should be defined as a separate executive institution on the PBS and the expenses of this private organization It must be specified separately on the form.
- If different faculty (s) / institute (s) are involved as separate partners in the international project, they should be defined as separate executive organizations on PBS.
- The differences between having one executive institution on PBS and having more than one executive organization in a project are detailed under the title of “Other Important Considerations” of this document.
FUNDING
- The duration of the project can be up to 36 months.
- Except for the contribution requested from TUBITAK within the scope of a project, Corporate Share and Project Incentive Bonus (PTI);
- TL per project,
- Per executive institution;
- 720.000 TL for higher education institutions, training and research hospitals and public institutions and organizations,
- 1,000,000 TL for private organizations
cannot exceed. The contribution requested from TÜBİTAK is obtained by multiplying the project budget with the support rate. In projects involving more than one executive organization, the contribution requested from TÜBİTAK is the sum of the amounts obtained by multiplying the project budget of each executive organization with the support rate.
IMPORTANT NOTE: In the national project application, PTI and Institution Share are not included in the budget amount requested from TÜBİTAK, and are separately calculated by TÜBİTAK and added to the project budget. However, while the budget forms are filled in the international project applications, per each executive organization that is a partner in the project and has the conditions to receive PTİ and / or Institution share; (i) the highest PTI value of 144.000 TL (if the project manager is 180.000 TL) and (ii) 50% of the requested contribution from TÜBİTAK, excluding the amount of support provided to domestic and international travels for activities other than PTİ and domestic fieldwork The share of the Authority should be added to the project budget with a maximum of 180,000 TL.
